'प्रधानमंत्री किसान समृद्धी केंद्र' ठरतेय शेतकऱ्यांसाठी वरदान

भारत स्वातंत्र्याचा अमृत महोत्सव साजरा करत असताना या 'अमृत काळात' चहूबाजूंनी देश विकासाचा समृद्धपथ पादक्रांत करत आहे. देशाच्या अर्थव्यवस्थेचा कना असलेला देशातील शेतकरी सुद्धा या विकासयात्रेचा साक्षीदार असायला हवा, तो मुख्य प्रवाहात येऊन प्रवाही व्हायला हवा. सुजलाम, सुफलामतेच्या दिशेने शेतकऱ्यांनी प्रवास करावा याकरिता देशाचे प्रधानमंत्री मा.नरेंद्र मोदी हे आपल्या कर्तव्याशी प्रतिपद्धता जोपासत त्यांच्याकरिता कृषी क्षेत्रात नवनवीन संधी उपलब्ध करून देत आहेत. याच क्रमात शेतकऱ्यांची शेतीसाहित्य, कृषी निविष्ठा, नवनवीन तंत्रज्ञानावर आधारीत शेतीविषयक माहितीची आदान-प्रदान, त्यांच्या मालाची सुरक्षितता, पाश्चत्य देशात विकसीत होत असलेले अत्याधूनीक तंत्रज्ञान, शेतकरी जागृकता, मार्गदर्शन, दळवणवळनाच्या पुरेशा सोईसुविधा आदी बाबी लक्षात घेता त्यांची यासाठी, यापुढे गैरसोय होऊ नये म्हणून या संपूर्ण प्रश्नांवर एकाच ठिकाणावरून उत्तर मिळवता यावे, शेतकऱ्यांना सोईसुविधा उपलब्ध व्हाव्या यासाठी देशभरात प्रधानमंत्री नरेंद्र मोदी यांच्या संकल्पनेतून ‘प्रधानमंत्री किसान समृद्धी केंद्र’ सुरू करण्यात आले आहे. जेथून शेतकऱ्यांना उपरोक्त सर्व सुविधा उपलब्ध करून दिल्या जात आहेत. त्यानुषंगाने 27 जुलै रोजी राजस्थान येथील सिकोर येथून देशभरात 1 लाख 25 हजार अशा ऐतिहासिक ‘पीएमकेएस’ केंद्रांचा शुभारंभ होत आहे. ज्या माध्यमातून शेतकऱ्यांच्या इच्छा, आकांक्षा, स्वप्नांना पूर्णपणे बळ देण्याचा प्रयत्न प्रधानमंत्र्यांकडून होत आहे. त्या पार्श्वभूमीवर ‘किसान समृद्धी केंद्रावर’ शेतकऱ्यांसाठी उपलब्ध करून देण्यात आलेल्या सोई-सुविधांवर एक दृष्टीक्षेप. विशेष म्हणजे, भारतीय जतना पार्टीच्या किसान मोर्चा मार्फत देशातील शेतकऱ्यांपर्यंत या संपूर्ण सुविधा पोहोचविण्यासाठी प्रभावीपणे जनजागृती सुद्धा केली जात आहे.
शेतीची पेरणी ते कापणी पर्यंत आवश्यक असणाऱ्या विविध बाबींची खरेदी अथवा त्या माहिती करून घेण्यासाठी शेतकऱ्यांना वेगवेगळ्या ठिकाणी जावे लागत होते. मात्र आता या केंद्रांच्या माध्यमातून या संपूर्ण सुविधा शेतकऱ्यांना एकाच छताखालून उपलब्ध करून देण्याचा ऐतिहासिक प्रयत्न पहिल्यांदाच केंद्र सरकारने प्रधानमंत्री नरेंद्र मोदी यांच्या नेतृत्वात घेत त्याची देशभरात प्रभावी अंमलबजावणी सुद्धा होत आहे.
गावं, तालुका, जिल्हा या ठिकाणी असलेल्या कृषी निवष्ठांच्या केंद्रांवर अथवा आवश्यकतेप्रमाणे नव्याने कृषी समृद्धी केंद्र स्थापन केले जाणार आहे. ज्या माध्यमातून शेतकऱ्यांना संपूर्ण सुविधा एकाच ठिकाणांहून पुरविल्या जातील. पीएमकेएस केंद्राच्या माध्यमातून विविध स्तरावर शेतकऱ्यांना उपलब्ध करून द्यावयाच्या सोई-सुविधा ह्या निश्चित करण्यात आल्या असून त्यामध्ये गावं पातळीवर आलेल्या साहित्याची योग्य त्या पद्धीतीत देखरेख व्हावी याकरिता रॅक, बसण्याची व्यवस्था, डिजीटल व्यवहारासाठी मशीन, क्यूआर कोड, बार कोड स्कॅनर, मालाची उपलब्ध, सबसिडी, किंमत दाखविणारे डिजीटल फलक, पीक साहित्य तक्ता, माती सुपीकता नकाशा, शासकीय विभागांकडून प्राप्त संदेशाचे प्रदर्शन, गावपातळीवरील सुविधांव्यतिरिक्त, तालुका, ब्लॉकच्या ठिकाणी इंटरनेट सुविधा, स्मार्ट टीव्ही, शेतकऱ्यांकरिता मदत कक्ष, सामायिक सेवा केंद्र, माती परीक्षण, बियाणे चाचणी नमुना संकलन, शेतीची अवजारे, ड्रोन इत्यादी तर जिल्हा स्तरावर स्थापन करण्यात आलेल्या केंद्रांवर मोठ्याप्रमाणात सुविधांची उपलब्ध असणार आहे. त्यामध्ये उपलब्ध कृषी निविष्ठा, श्रेणी दर्शविणारे मोठे प्रदर्शन क्षेत्र, प्रशस्त बैठक व्यवस्था, माती, बियाणे, पाणी आणि कीटकनाशके चाचणी सुविधा, स्मार्ट टिव्हीच्या माध्यमातून अत्याधूनीक कृषी पद्धती, प्रगतीशील शेतकऱ्यांच्या यशोगाथा, नवीनवीन विकसीत तंत्रज्ञान, उत्पादने आणि त्यांचे वैज्ञानिक उपयोग यावरील चित्रफीत त्याठिकाणी दाखविल्या जाणार आहेत. यासह प्रादेशिक भाषांमधील कृषी तज्ञांना शेतकऱ्यांशी जोडण्यासाठी टेलि फर्टिलायझर प्रणालीसाठी देखील याचा वापर होणार आहे.
ग्राहक-शेतकऱ्यांना अधिक चांगल्या सुविधा देतानाच शक्य त्याठिकाणी एटीएम आणि सौर ऊर्जा पॅनेल सुद्धा लावले जाणार आहे. तसेच या केंद्रांच्या माध्यमातून सर्व प्रकारच्या दर्जेदार खतांची विक्री त्यामध्ये नायट्रोजन, फॉस्फेटिक, पोटॅसिक खते, दुय्यम आणि सूक्ष्म पोषक, पाण्यात विरघळणारी खते, पर्यायी, जैव आणि सेंद्रिय इत्यादींचा समावेश आहे. तसेच खतांच्या एकूण विक्रीमध्ये 20 टक्के सवलतीची सुविधा देखील दिला जाणार आहे. कृषी निविष्ठा, कीटकनाशके, बियाणे आणि लहान शेतीसाठी आवश्यक असलेली अवजारे फवारणीसाठी ड्रोनसह शेती उपकरणे घेण्यासाठी मदत करणे, राज्य कृषी विद्यापीठाने शिफारस केलेल्या, चांगल्या कृषी पद्धतीप्रमाणे विविध पिकांची लागवड करण्यास मदत करणे, शेतकऱ्यांसाठी उपलब्ध असलेल्या विविध सरकारी योजनांची माहिती, शेतकऱ्यांसाठी हेल्प डेस्क, कॉमन सर्व्हिस सेंटरद्वारे मदत, माती परीक्षणावर आधारित मातीचे विश्लेषण, पोषक तत्वांचा वापर, एकात्मिक आणि संतुलित वापरास प्रोत्साहन, विविध पिकांच्या लागवड पद्धतींचा अवलंब, शेतमालाची माहिती, हवामानाचा अंदाज, किरकोळ विक्रेत्यांची क्षमता वाढवणे त्याकरिता त्यांचे दर सहा महिन्यांनी प्रशिक्षण घेणे, इत्यादी सोई-सुविधा या केद्राच्या माध्यमातून शेतकऱ्यांना दिल्या जाणार असल्याने शेतकऱ्यांसाठी देशभऱात ही केंद्र वरदान ठरत आहेत.
महाराष्ट्रामध्ये 14 हजार 780 तर अमरावती जिल्ह्यांमध्ये (27, जुलै) 600 पेक्षा अधीक प्रधानमंत्री कृषी समृद्धी केंद्रांचे लोकार्पण होणार आहे. त्यासाठी कृषी विभागाच्या नेतृत्वात विविध विभागाच्या यंत्रणा सज्ज झाल्या आहेत. आझादीचा अमृत महोत्सवात जगाचा पोशिंदा असणाऱ्या शेतकऱ्याला सक्षम करण्यासाठी मा.प्रधानमंत्री नरेंद्र मोदी यांनी हे ऐतिहासिक पाऊलं उचल्याबद्दल त्यांचे मी मनापासून आभार व अभिनंदन करत आहे.
तज्ज्ञांचे मार्गदर्शन उपलब्ध होणार
पीएमकेएसकेच्या माध्यमातून शेतकऱ्यांसोबत संवाद कार्यक्रम आयोजित करून "किसान-की-बात" या कार्यक्रमांतर्गत शेतकऱ्यांना त्यांचे संपूर्ण विचार मांडण्याची मुभा असेल. जवळच्या पीएमकेएस मार्फत अशा बैठका दर महिन्याच्या दुसऱ्या रविवारी घेतल्या जातील. त्याची दिनदर्शिका सुद्धा प्रकाशित केली जाईल. कृषी शास्त्रज्ञ, विशेषज्ञ, सेवानिवृत्त कृषी तज्ज्ञ आदींची मार्गदर्शन सुद्धा शेतकरी, पीएमकेएसकेचे व्यापारी यांना उपलब्ध होणार आहे. तसेच प्रगतीशील शेतकऱ्यांचा किसान समृद्धी नावाने सोशल माध्यमांवर समूह तयार करून त्या समुहाच्या माध्यमातून कृषी क्षेत्रातील अद्यावत माहिती शेतकऱ्यांकरिता उपलब्ध करून दिली जाणार आहे.
‘पीएमकेएस’ केंद्राची प्रमुख वैशिष्ट्ये
एकाच छताखाली वाजवी किंमतीमध्ये खते, बियाणे, कीटकनाशके आदी दर्जेदार कृषी निविष्ठा उपलब्ध करून देणे. मृदा, बियाणे, खते, चाचणी सुविधा, शेतकऱ्यांना तंत्रज्ञानधीष्ठीत व परिपूर्ण सुविधा केंद्रांशी संलग्नित करणे. लहान आणि मोठ्या शेती अवजारांची उपलब्धता अथवा कस्टम हायरिंग सेंटर्स, चांगल्या कृषी पद्धतीसंदर्भात शेतकऱ्यांमध्ये जागृकता निर्माण करणे, शेतकऱ्यांशी संबंधित विविध शासकीय योजनांची माहिती देणे इत्यादी वैशिष्टांसह परिपूर्ण असलेल्या ‘पीएमकेएस’ केंद्रांसोबत लहान शेतकऱ्यांना पाठबळ देण्यासाठी त्यांना आवश्यतेप्रमाणे मदतही केली जाणार आहे. अमरावती जिल्ह्यांमध्ये आज (27 जुलै) सुमारे 600 पेक्षा अधीक या केंद्रांचे लोकार्पण केले जाणार आहे.
अशी करा केंद्राची निर्मिती
गांव, मंडळ, तालुका, जिल्हा पातळीवर 2.8 लक्ष क्षमता असलेल्या किरकोळ कृषी निविष्ठांच्या केंद्रांचे ‘पीएमकेएस’मध्ये कृषी विभागाच्या माध्यमातून रुपांतरण करता येऊ शकते, त्याचे टप्याटप्याने काम सुद्धा हाती घेण्यात आले आहे. अथवा नवीन केंद्र निर्मितीही करता येईल. त्यानंतर प्रत्येक पीएमकेएस केंद्रामध्ये दर्शनीय भागावर ग्लो साइन बोर्ड, फ्लेक्स साइन बोर्ड असावा. देशभरातील त्या-त्या प्रदेशातील शेतकऱ्यांच्या प्रतिमा, भाषा व संदेश इत्यादी बाबी वगळल्यास संपूर्ण कार्यपद्धती ही एकसमान असणार आहे. विक्रेत्याच्या दुकानाचे नाव, पत्ता आणि जीएसटी क्रमांक इत्यादी ठळकपणे नोंदवावी, त्यासाठी संपूर्ण नियमानूसार प्रक्रिया पुर्ण करवी लागेल. सध्यास्थितीमध्ये 1 लाखाहून अधिक कृषी निविष्ठा केंद्रांचे ‘पीएमकेएसकेएस’ मध्ये रूपांतर करण्यात आले असून 1.8 लाख दुकाने 2023 च्या अखेरीस रूपांतरित करण्याचे नियोजन केंद्र सरकारमार्फत करण्यात आले आहे.

'Pradhan Mantri Kisan Samriddhi Kendra' is turning out to be a boon for farmers

While India is celebrating the Amrit Mahotsav of Independence, the country is treading the prosperous path of development all around in this 'amrut period'. Farmers of the country who are the ear of the country's economy should also witness this development journey, it should become mainstream. The Prime Minister of the country Hon'ble Narendra Modi is providing new opportunities in the field of agriculture for the farmers to travel towards Sujlam and Suphalamte. In the same order, keeping in mind the farmers' agricultural materials, agricultural inputs, exchange of agricultural information based on new technology, safety of their goods, advanced technology being developed in western countries, farmers' awareness, guidance, adequate transportation facilities, etc. 'Pradhan Mantri Kisan Samridhi Kendra' has been started across the country as a concept of Prime Minister Narendra Modi to get answers to all questions from one place and to provide convenience to farmers. From where all the above facilities are being provided to the farmers. Accordingly, 1 lakh 25 thousand historical 'PMKS' centers are being launched across the country from Sikor in Rajasthan on 27th July. Through which the Prime Minister is trying to fully strengthen the wishes, aspirations and dreams of the farmers. Against this backdrop, a look at the facilities provided to farmers at the 'Kisan Samriddhi Kendra'. Interestingly, through Kisan Morcha of Bharatiya Jatna Party, public awareness is also being done effectively to bring these facilities to the farmers of the country.
Farmers had to go to different places to buy or get information about various items required for farming from sowing to harvesting. But now, for the first time, the central government under the leadership of Prime Minister Narendra Modi is making a historic effort to provide all these facilities to the farmers under one roof through these centers and it is also being effectively implemented across the country. Agriculture Prosperity Centers will be established at the centers of agricultural inputs in villages, talukas, districts or as required. Through which complete facilities will be provided to the farmers from one place. The facilities to be provided to the farmers at various levels through the PMKS center have been determined and include racks, seating arrangements, digital transaction machines, QR code, bar code scanners, availability of goods, subsidy, price for the proper monitoring of the materials arriving at the village level. Digital display board, crop material chart, soil fertility map, display of messages received from government departments, apart from village level facilities, taluka, block location internet facility, smart TV, help room for farmers, shared service center, soil testing, seed test sample collection, farm implements, Drones etc. will be available at the centers established at the district level. It will have available agricultural inputs, a large exhibition area showing the range, spacious meeting facilities, soil, seed, water and pesticide testing facilities, latest agricultural methods through smart TV, success stories of progressive farmers, new and developed technologies, products and their scientific applications will be shown there. are Along with this, it will also be used for tele-fertilizer system to connect agricultural experts in regional languages with farmers. While providing better facilities to consumers and farmers, ATMs and solar energy panels will also be installed wherever possible. Also through these centers sale of all types of quality fertilizers including Nitrogenous, Phosphatic, Potassic Fertilizers, Secondary and Micro Nutrients, Water Soluble Fertilizers, Alternative, Bio and Organic etc. Also, 20 percent discount facility will be provided in the total sale of fertilizers. Help in procuring farm equipment including drones for spraying agricultural inputs, pesticides, seeds and implements required for small scale farming, help in cultivation of various crops as per good agricultural practices recommended by State Agricultural University, information on various government schemes available to farmers, help desk for farmers, common service Facilitation through the center for assistance, soil analysis based on soil test, use of nutrients, promotion of integrated and balanced use, adoption of different crop cultivation methods, information on agricultural products, weather forecasting, training of retailers every six months to increase their capacity, etc. These centers are becoming a boon for the farmers across the country as they will be given to the farmers. 14780 in Maharashtra and more than 600 Pradhan Mantri Krishi Samrudhi Kendras will be inaugurated in Amravati district (July 27).The systems of the Agriculture Department and various departments have been prepared for the same.I heartily thank and Congratulate Prime Minister Narendra Modiji for taking this historic step to empower the farmers who are asset to world economy.
• Expert guidance will be available
Farmers will be given an opportunity to express their full views under the program "Kisan-Ki-Baat" by organizing dialogue programs with farmers through PMKSK. Such meetings will be held on the second Sunday of every month through the nearest PMKS. His calendar will also be published. The guidance of agricultural scientists, specialists, retired agricultural experts etc. will also be available to farmers, traders of PMKSK. Also, by creating a group of progressive farmers on social media in the name of Kisan Samriddhi, updated information in the field of agriculture will be made available to the farmers through that group.
• Salient Features of 'PMKS' Centre
Providing quality agricultural inputs like fertilizers, seeds, pesticides etc. under one roof at reasonable prices. Soil, seeds, fertilisers, testing facilities, linking farmers with technologically advanced and complete facility centres. Availability of small and large farm implements or custom hiring centers, creating awareness among farmers regarding good agricultural practices, providing information on various government schemes related to farmers etc. will be provided with 'PMKS' centers to support the small farmers as required. More than 600 such centers will be inaugurated today (July 27) in Amravati districts.
• Create a do-it-yourself center
At village, mandal, taluka, district level, centers of minor agricultural inputs with a capacity of 2.8 lakhs can be converted into 'PMKS' through the Department of Agriculture, the work has also been undertaken in a phased manner. Or a new center can be created. Then every PMKS center should have glow sign board, flex sign board on facade. Except for the images, language and messages of the farmers in the respective regions across the country, the entire procedure is going to be uniform. The seller's shop name, address and GST number etc. should be prominently recorded, for which the entire process has to be completed as per the rules. Currently, more than 1 lakh agricultural input centers have been converted into 'PMKSKS' and 1.8 lakh shops are planned to be converted by the end of 2023 through the central government. The said above schemes are ultimately going to benefit farmers and strengthen agriculture future in India.
